Cabinet Offer Tax Exemption for Teachers and Educational Personnel in Southern Thailand

On 2 October 2012, the Cabinet resolved to offer tax exemptions for teachers and educational personnel working in Southern Thailand. It also gave approval for a sum of money to be used to solve financial problems with scholarships for teachers and educational personnel from the Office of Vocational Education (OVEC). This falls under the under the program, Thai Khem Khaeng, of 2012.

  • Approval of Drafted Ministerial Act on Tax Exemption for Special Remuneration Paid to Public Officers Working in Southern Thailand

   As proposed by the Ministry of Finance, the Cabinet resolved to approve a drafted ministerial act concerning tax exemption for special remunerations paid to public officers working in southern Thailand. The act will be forwarded to the Royal Decree Committee Office for finalization before implementation.

The Ministry of Finance proposed to the Cabinet that:

1.  The MOF had already discussed tax exemption with the Ministry of Education according to the Cabinet’s resolution on 14 September2010

   Any public staff, not only teachers and educational personnel, working in southern provinces of Thailand will enjoy tax exemption because the government has a policy to give some benefits to those working in that area.

   Public officers who are entitled to tax exemption include government employees, staff and civil servants, community chiefs, community leaders, sub-district doctors, supervisors of community chiefs, assistants to community leaders, members of border patrol police and scout volunteers who are officially assigned to work in the South.

   Regulations and methods of payment of special remuneration will follow the regulations of the Office of the Prime Minister concerning benefits for public officers in the southern borders of Thailand issued in 2007.

     2.  The special remuneration aims to promote good work and encourage public officers working in the South.

Those who enjoy such benefits will also enjoy tax exemption.

     3.  Main subject matter of the drafted ministerial act1) the special remuneration paid to all public officers working in southern Thailand will follow the regulations of the Office of the Prime Minister concerning benefits for public officers in the southern borders of Thailand issued in 2007. The payment amount will not be included for tax calculation. 2) This rule will be in effect from 1 January 2012 onwards.

  • Administration and Management of Investment Program under Royal Enactment of Ministry of Finance on Loan for Strengthening Economy of 2009 and Development Policy Loan (DPL) under Thai Khem Khaeng Program of 2012.

1)  Acknowledgement of remaining financial amount of 14.10 million baht from OVEC

   The Cabinet has already acknowledged and approved allocation of the remaining financial amount to solve problems with master degree scholarships for teachers and educational personnel from the Office of Vocational Education (OVEC). The total amount of money will provide 46 scholarships, each of which will be worth 300,000 baht, for master degree courses over 2 consecutive years.

2) Acknowledgement and approval of remaining financial amount according to Royal Enactment and DPL under the Thai Khem Khaeng Program of 2012

·       The Cabinet acknowledged the remaining financial amount of 512.538 million baht and approved the project to construct 56 OVEC Academic Service Centers which costs will 509.6 million baht in total. In this regard, OVEC has to sign a contract for the construction by the end of December, 2012, and will receive the money by September, 2013;

·       The Cabinet acknowledged the remaining financial amount of 398,328,171.54 Baht which was given to Mahidol University under the Thai Khem Khaeng Program in 2012 for 28 items of medical equipment worth 381,369,300 baht and 5 items of hardware for biologyworth 7,838,000 baht; and

The Cabinet approved advance payment of 52,475,718 baht to King Mongkut’s Institute of Technology Thonburi
